El Paso City Manager Joyce Wison Bars Otis Campbell from Westside Regional Command Center

At this morning's El Paso City Council, City Manager Joyce Wilson announced that she would deny Otis Campbell “sober up” time at the El Paso Police Westside Regional Command Center.
 
After hearing that this “sober up time” was being offered by the City Manager, Otis promptly switched his overnight lodgings from the Mayberry jail to the Westside Regional Command Center, only to find out he was barred from entering.



Otis Cambell's was first arrested for drunkenness by Sheriff Andy Taylor, on September 23, 1941, at 2PM in Mayberry. However, he was released as it was "his first offense." Nevertheless, he has self-arrested himself and locked himself in the Mayberry jail ever since.

Although the city manger has studied some of Sheriff Taylors tactics, only one has been implemented top day. For example, Taylor deputized another town drunk, Will Hoople with the rational that Will could arrest himself every time he got drunk.

 

“That sounds like a good idea,” said Wilson.
